Data center commissioning is the structured, staged verification that electrical, mechanical, controls and life-safety systems perform together as the design intended — executed in five levels, from factory testing of individual equipment through integrated systems testing of the whole facility under simulated load and failure.
Jags Assurance works owner-side. We build the schedule of quality events into the master schedule rather than bolting it on at 80% complete, write and administer the Inspection and Test Plans that govern site work, witness factory acceptance tests at OEM works before equipment ships, and verify each commissioning level is complete and signed before the next one starts. Deficiencies are logged, tracked and re-verified, and every ITP row resolves to indexed, retrievable evidence in the turnover package. Because we are contracted by the owner and do not build or install what we verify, the acceptance record is independent.

Level 1 is factory testing of equipment at the manufacturer’s works. Level 2 is delivery and installation verification against approved submittals. Level 3 is pre-functional checks and vendor start-up, including NETA acceptance testing of electrical equipment. Level 4 is functional performance testing of each system against its sequence of operations. Level 5 is integrated systems testing — the whole facility exercised together under simulated IT load and failure scenarios.
Commissioning verifies that installed systems perform as the design intended, level by level, and is largely a testing activity. QA/QC is the wider assurance layer around it — design and submittal review, Inspection and Test Plans, materials and workmanship inspection, non-conformance control and turnover documentation. Commissioning proves performance; QA/QC proves the work that produced it was controlled and evidenced.
IST is Level 5 — the full facility tested as one system under load banks simulating IT load, with utility failure, generator start and transfer, cooling ride-through and black-building restart scenarios. It fails most often because earlier levels were compressed: pre-functional checks skipped, functional tests run with open deficiencies, or the sequence of operations never fully written. IST should confirm what earlier levels already proved, not discover it.
By the owner. When the general contractor holds the commissioning contract, the party being tested also pays the party reporting the deficiencies. Owner-contracted commissioning keeps the deficiency log honest and the acceptance defensible to tenants and lenders.
In design. The commissioning plan, design intent review and schedule of quality events should be in place before construction starts, with factory witness testing dates fixed against long-lead equipment procurement. Programmes that engage commissioning at 80% construction complete spend Level 5 rewriting Level 3.
Yes. We attend FAT at OEM works for critical power and cooling equipment — verifying the test procedure against the specification, witnessing the tests, recording deviations, and confirming punch items are closed before shipment rather than discovered on site.
We support the quality and commissioning evidence side of it. Tier certification is awarded by Uptime Institute; we are not a certification body. Our role is to make sure the design intent, test scripts, failure-mode results and documentation are complete and consistent before that review, and to run the QA/QC programme the facility is judged against.
