How the Checklist Differs from an ITP and Project Quality Plan
A construction quality control checklist, an Inspection and Test Plan (ITP) and a Project Quality Plan (PQP) are connected, but they serve different purposes. They should work together as part of the project’s quality management system — not be treated as interchangeable documents.
The Project Quality Plan establishes how quality will be managed across the project. It sets the governance framework, responsibilities, document control, audit arrangements, supplier controls, nonconformance management and turnover expectations.
The ITP translates technical requirements into a planned sequence of inspections and tests for a specific activity or system. It identifies stages, acceptance criteria, methods, frequencies, responsible parties and hold/witness/review/surveillance points.
The checklist is the field tool used to verify and record whether specific requirements have actually been satisfied. It captures individual checkpoints, observations, measurements, status, deficiencies, signatures and dates.

Three documents, three different jobs
The table below compares the Project Quality Plan, the Inspection and Test Plan and the quality control checklist by purpose, scope, contents and the evidence each produces.

Project Quality Plan: How quality will be managed
The Project Quality Plan provides the governing framework for quality management. It normally explains the project organization, responsibilities and authority; document and record control; supplier and subcontractor controls; audit arrangements; inspection governance; nonconformance and corrective-action processes; competency requirements; reporting; and turnover expectations.

Because it operates at the project-management level, the plan does not normally contain every detailed inspection step for each construction activity. Instead, it defines how those detailed controls will be developed, approved, executed and audited.
Inspection and Test Plan: What must be inspected and tested
The ITP converts drawings, specifications, codes, standards and contractual requirements into a controlled sequence of inspections and tests.
For each activity, it should identify:
- The inspection or test to be performed
- The applicable drawing, specification clause or standard
- Measurable acceptance criteria
- The inspection or testing method
- The required frequency
- The responsible parties
- The records that must be retained
- Applicable hold, witness, review or surveillance points

An approved ITP also establishes when work may proceed and when it must stop for verification or client acceptance.
Quality Control Checklist: Was the work actually verified?
The checklist is the practical field tool used by supervisors, inspectors, contractors or owner representatives to confirm that individual requirements have been checked.
A completed checklist normally records:
- The items inspected
- Actual observations or measurements
- Conforming or nonconforming status
- Deficiencies requiring correction
- NCR or punch-list references
- Inspection dates
- Inspector and contractor signatures
- Supporting photographs or test records

How the three documents work together
Consider a concrete placement activity:
- Step 1
Project Quality Plan
Defines inspection responsibilities, document-control requirements, NCR processes and record-retention expectations.
- Step 2
Concrete ITP
Identifies stages such as mix-design approval, material verification, reinforcement inspection, pre-pour release, concrete testing and curing inspection.
- Step 3
Pre-pour checklist
Records the actual field verification of formwork, reinforcement, embeds, dimensions, cleanliness, access and approved drawings.
- Step 4
Objective evidence
Signed checklists, concrete test reports, photographs and release records become objective evidence that the applicable ITP stages were completed.
A checklist does not replace an ITP
A generic checklist may confirm that common construction items were examined, but it may not identify contractual hold points, specification clauses, testing frequencies, client-witness requirements or mandatory records. Likewise, an ITP cannot prove that every detailed field check was completed unless it is supported by signed inspection records.

What is the difference between a checklist and an ITP?
An ITP defines what must be inspected or tested, when, against which requirement and by whom, including hold and witness points. A checklist records that a specific inspection actually took place and what was observed. The ITP plans verification; the checklist evidences it.
Does a checklist replace a Project Quality Plan?
No. The Project Quality Plan sets the quality-management framework for the whole project — responsibilities, document control, supplier controls, audits, nonconformance handling and turnover requirements. A checklist operates at the level of one inspection event within that framework.
What are H/W/R/S points in an ITP?
They are hold, witness, review and surveillance points. A hold point stops work until an authorized party signs off. A witness point requires the client or engineer to be given notice to attend. Review and surveillance points involve documented observation or spot checks.
Who prepares each document?
The Project Quality Plan is normally prepared by the contractor or EPC/EPCM quality manager and accepted by the owner. The ITP is prepared by the party performing the work for owner or engineer review. The checklist is completed by the QA/QC inspector, field engineer or supervisor at the work face.
Can one document do all three jobs?
Not reliably. A single combined document usually sacrifices either governance clarity or field-level traceability. The three documents are designed to answer different questions at different levels of the project.
