A supplier can appear qualified on paper and still create a six-month schedule loss, a rejected turnover package, or a field failure with serious safety consequences. A disciplined supplier prequalification process checklist prevents that exposure by testing whether a supplier can meet the actual scope, code, quality, and delivery requirements before a purchase order transfers risk into the project.
Prequalification is not a generic vendor-registration exercise. For capital projects and safety-critical work, it is an evidence-based decision on whether a supplier has the technical capability, controlled processes, competent personnel, and financial stability to perform a defined package of work. The depth of review should rise with the consequence of failure.
Start With a Risk-Based Prequalification Scope
Procurement should not send every supplier through the same questionnaire. A supplier of catalog office materials does not require the same scrutiny as a fabricator of pressure-retaining components, a coating applicator working to a project specification, or a manufacturer supplying a long-lead engineered system.
Begin by classifying the purchase. Consider the item's safety, regulatory, operational, and schedule criticality; whether it is custom engineered; the extent of special processes; and the cost of replacement after installation. Also identify applicable codes, client specifications, contract requirements, and jurisdictional obligations. The result should be a defined approval level, not an open-ended request for documents.
For higher-risk suppliers, the prequalification package should state the governing requirements before evaluation begins. A supplier cannot credibly demonstrate compliance with an undefined standard. Define the product scope, inspection hold points, required certifications, documentation deliverables, source-inspection expectations, and records retention period.
Supplier Prequalification Process Checklist
The following checklist is designed for suppliers whose performance could affect asset integrity, regulatory conformity, project schedule, or final acceptance. Each item should be supported by traceable records, not a supplier assertion alone.
1. Confirm legal identity, ownership, and commercial standing
Verify the legal entity that will contract and manufacture or perform the work. Confirm operating locations, ownership structure, insurance coverage, and any material litigation, sanctions, debarments, or regulatory actions. Review financial information proportionate to the value and duration of the commitment.
Financial review is not simply a credit exercise. A supplier under cash pressure may defer maintenance, lose key personnel, substitute materials, or struggle to recover from a nonconformance. For high-value or long-lead packages, assess working capital, backlog, bonding capacity where relevant, and reliance on a single customer or source of financing.
2. Verify technical capability against the exact scope
Review demonstrated experience with the same product type, materials, dimensions, tolerances, codes, and service conditions. General industry experience is not a substitute for scope-specific capability. A shop that has built carbon steel skids successfully may not be qualified to fabricate duplex stainless systems with demanding weld procedure, cleanliness, and traceability requirements.
Request a defined list of comparable projects, including client references, technical scope, dates, applicable standards, and the supplier's role. Examine capacity data as well. Available floor space, equipment ratings, test capability, engineering resources, and current production loading all affect whether a supplier can meet a committed delivery date.
3. Assess the quality management system in operation
A current ISO 9001 certificate can be useful, but certification alone does not establish project readiness. Review the quality manual and core procedures, then test how the system operates through objective evidence. Focus on document control, contract review, purchasing controls, material identification, calibration, inspection and test controls, nonconforming output, corrective action, and records management.
For code-governed work, confirm the required certificates of authorization, quality-program approvals, and code stamps. Verify their validity directly where possible and check whether the approved scope covers the proposed work. An expired certificate or an approval held by an affiliated entity is not acceptable evidence.
A remote document review may be sufficient for a lower-risk repeat supplier. A critical fabrication package often warrants an on-site supplier audit. The audit should follow the material flow from receiving through production, inspection, release, and data-book assembly. It should identify whether written procedures are followed at the point of work.
4. Review personnel qualifications and special-process controls
Where the work depends on welding, nondestructive examination, heat treatment, coatings, electrical testing, machining, or other special processes, verify the controls in detail. Review approved procedures, procedure qualification records, personnel certifications, continuity records, and equipment calibration status. Confirm that qualifications align with the applicable code and the materials and process variables in the proposed scope.
Do not accept a roster of qualifications without checking validity and accessibility. A supplier may hold qualified personnel, but those individuals may be assigned elsewhere, employed through a subcontractor, or unavailable during the production window. The prequalification decision should address the actual execution team.
5. Evaluate material control and traceability
Material substitution and broken traceability are common causes of avoidable rework and rejected records. Review how the supplier receives, identifies, stores, segregates, issues, and reconciles material. For traceable items, assess whether heat numbers, material test reports, cut-piece identification, and weld maps can be linked from receipt through final inspection.
Confirm how the supplier controls customer-furnished material, excess material, and remnant stock. A process that relies on handwritten tags without reconciliation may be acceptable for noncritical work, but it is a material risk where alloy verification, pressure boundary integrity, or certification documentation is required.
6. Examine subcontractor and sub-tier supplier control
Many suppliers outsource machining, galvanizing, heat treatment, calibration, coatings, NDE, or engineering. Prequalification must identify these sub-tier activities early. Ask which processes are outsourced, who performs them, how they are approved, and who retains final responsibility for conformity.
The prime supplier should demonstrate supplier evaluation records, purchase-order flowdown, inspection requirements, and receipt-verification controls. If a critical process is outsourced, the owner or EPC may require the right to audit, witness, or source inspect the sub-tier provider. A qualified prime supplier does not automatically qualify every organization in its supply chain.
7. Review performance history and corrective-action discipline
Past performance is useful only when it is specific and verifiable. Review on-time delivery, defect rates, customer complaints, warranty claims, NCR trends, and prior audit findings. Ask for examples of significant nonconformances and the corrective actions taken.
The key question is not whether the supplier has ever had a problem. Every serious manufacturer eventually does. The question is whether it identifies the problem, contains affected work, determines root cause, implements corrective action, and verifies effectiveness. Repeated findings involving traceability, late documentation, or uncontrolled changes should affect approval status even if the supplier remains commercially attractive.
8. Validate inspection, testing, and documentation readiness
A supplier may produce an acceptable physical item and still fail project closeout because records are incomplete, late, or inconsistent. Review sample inspection and test plans, inspection reports, test certificates, release notes, manufacturing record books, and final data books. Confirm that document templates capture the required acceptance criteria, dates, traceability references, inspector identity, and approvals.
Establish how independent verification will occur. For critical work, define source-surveillance points, witness and hold points, notification periods, photo-evidence requirements, and nonconformance escalation rules before award. Waiting until fabrication is underway to negotiate inspection access is a preventable loss of control.
Set Approval Conditions Instead of Using a Simple Pass-Fail Decision
Supplier approval should produce a controlled status with an explicit scope and expiration date. Typical outcomes include approved, approved with conditions, conditional for a single purchase order, or not approved. Conditions may require completion of a corrective action, additional project-specific qualification, an initial source inspection, restricted product scope, or enhanced surveillance.
This distinction matters. A supplier may be fully acceptable for standard components yet unsuitable for code fabrication or accelerated critical-path work. Approval should never imply blanket authorization beyond the evidence reviewed.
Document the decision in an auditable supplier file. Retain the evaluation criteria, source records, audit report, findings, corrective-action status, approval authority, and re-evaluation date. Procurement, engineering, quality, and project management should work from the same approved-supplier status. Separate spreadsheets and informal approvals create gaps that surface after the order is released.
Requalify Suppliers When Risk Changes
Prequalification is a control cycle, not a one-time gate. Re-evaluate suppliers based on risk, performance, and change. Triggers include a material quality failure, repeated late delivery, loss of a certification, a change in ownership or manufacturing location, a new special process, or a substantially different project scope.
For active critical suppliers, combine periodic requalification with project performance monitoring. Track inspection findings, NCR closure time, documentation quality, delivery reliability, and corrective-action effectiveness. Those records give the next sourcing decision a factual basis instead of relying on institutional memory.
The strongest prequalification programs make expectations visible before production starts, then verify that performance against evidence while the work can still be corrected. That is where supplier assurance protects schedule, asset integrity, and the people who must ultimately operate the finished facility.
